Crappy PHP board sites
Actually, I dont know if they are crappy or not. I just assume (hehe). I see a lot of these sites that get a lot of load, like 'PunBB' is my fav. Are they tweaked at the database end or at the code level. Do they have to be tweaked at all?
We have some shitty php thing powering the community for our software. The bboard software doesn't really have to be tweaked, but it probably needs its own box. It just runs along, consuming all the resources on the server...

A vanilla install of phpBB (for example) coupled with MySQL will have no problems handling a large number of users (unless you run it on crappy hardware).
Yeah, all the major forum packages should be able to handle large volumes no problem. Heck, blogging packages could be considered forum software and look at the giant loads they can handle.
