Tech writers and copywriters do different things. A copywriter tries to sell you stuff, while a tech writer tries to get a point accross.
So if you're complaining about an informational mailing being incoherent and suffering from poor grammar, then yes, you need a tech writer.
(FWIW, I've done both professionally, and tech writing has less bullshit involved, as a job.)
Or maybe just somebody who knows English and can write coherently.
Oh wait right Tech Writers have a monopoly on that.

Don't get me wrong, there are plenty of crap people in the profession.
But a good one can do wonders. Especially at a time when people are so inundated with sales pitches that they might just respond favourably to something that isn't overtly asking for their money.
By the way, Skye is great. If you haven't listened her, buy that cd (if you can find the link :P)
