Yes, I believe so. I host it myself though.
as it looks, it's not just blogging - it's hosting + a whole set of design/admin templates that include blogging.
There's quite a market for people to make/maintain their own sites without having to learn html/css and all that. I know several people personally for whom this is *easily* worth 7 bucks a month, if it works well.
