Can you find another transcript where he used that word? It just doesn't sound like something he'd say in an interview - he's more polished than that.

I noticed that during Reagan's funeral. I'd forgotten what it was like to have a president with leadership capabilities, because we certainly didn't see them from the current inmate of the White House. I'm not saying that I liked Reagan, I thought he was a bad idea who had the good fortunate to run against an unpopular president and a sad and pathetic challenger for his second term. But he was at least capable of leading, which is a big step up over Bush, who lets his lackies run the show and would have a hard time leading hungry wolves to meat.
