Sad loss.
What struck me was. Sec. Lt. the highest rank for a Black/Hispanic woman? Isn't the least a Major, if not a Colonel, given that Powell made to 4 stars?

Poor writing, probably. They meant something else. Whatever that was.
Obviously they mean highest place in her graduating class, not in military rank. 2nd Lt. is the bottom officer rank, so nobody that graduated is below that.

Well, perhaps they mean, out of all the Female, Black, Hispanics that have graduated from West Point, she made it the highest in rank. So far.

Could also mean she was was the Female, Black, Hispanic that graduated highest in her class of all Female, Black, Hispanics.
