The configuration files are locked down, and I never bothered to figure out how to edit them. I just deleted the .htaccess files but that didn't do it.

What do you mean, locked down? It's your box and your install of Vanilla.
It's a parse error in settings.php, so you changed some setting and it blew up. .htaccess files got nothing to do with it.

.htaccess only affects web access. You should be able to fix the settings.php from the shell or via FTP. If you have root, you can just chown the file.
I thought that the place to complain when other forum is down was Ectopia. :-)
I can have a vanilla install up in 3 minutes if you want to give me your database details. :-)
