Modern warware 2012
If you advertise you are going to attack a country, hypothetically let's pick Iran. And then you plan out your attack months into the future, doesn't that give them more time to regroup and train their forces?
Oh yea, move their so-called nuclear weapons.
Not really. We've had a few long wars, where both sides postured endlessly against each other without actually attacking.
See "The Cold War".

Iran has no army and no weapons, so it doesn't matter.

I know what cool weapons Iran has.
They have the supercavitating Hoot (Skvall), some Russian antiship missiles, Chinese rising rocket mines etc. but they are no match for the US.
Perhaps they can sink one aircraft carrier before they get nuked.

Most of these messages are targeted at the own US population and their allies, to try to get more support.
Like a boxer is hyping himself up by telling himself he will going to hit the other guy hard to grow courage.

That's how we invaded Iraq after all.
Sadly, I think Iran really IS trying to get nuclear weapons. Iraq is like "The boy who cried wolf". As a result, we're trillions of dollars in debt, and unable to invade Iran if we had to.
Not that we have to. Yet.

That would probably be deemed unacceptable losses by the Administration.

I don't think any country has the right to tell another country what they can develop within their own borders. Sure, if you don't like it you can "stop doing business" with the other country, but you can't attack them.
Now if another country uses a nuke against someone, bomb them to the stone age.
