You can't "win" a war on terror. Terror will always be with us, and declaring war on terrorists only makes them more prolific.
The root causes of terrorism need to be addressed. Trying to find and kill them after the fact is like playing whack-a-mole.
Ever notice that every "war" that the US declares (War on Terror, War on Poverty, War on Drugs) only seems to make the problem worse?
I have a bumper sticker that says "If war is the answer, then we're asking the wrong question".
