Public parks are always full

What's the deal with that?

Either there's an enormous public demand for parks that goes chronically under-supplied, or creating parks invites new people to fill them.  Either case is a good argument for building more parks.

So what's the freaking holdup?

if people valued parks so much maybe they would spend money on parks instead of sports stadiums, movie theaters, cafes, and parking lots?

There's a shortage of parks. The acres per thousand residents ratio has been going down for 20 years now. The justification has been that parks attract gangs, drug users and the homeless. So they build no parks. So kids have nothing to do but either stay at home and play video games or join a gang and deal drugs, just not at a park. In reality, the real reason parks are not built is developers want to use every lot for houses and so pay off city planning department officials to be allowed not to set aside land for parks as is required by their planning rules.

the justification is developers make money selling houses.  I guess the houses near parks don't sell at enough premium to encourage developers to build parks instead of more homes?

On a beautiful, not too humid summer day there are lots of people in a park? How insightful. What about 3am on January 15th? How full was it then?

I'm guessing most of the cost is subsidize so that 4x fee would mean barely a dent in the park's budget.

There are Sikhs, Hindus and Muslims, and who knows what others with turbans.
From the Sahel and the Sahara to Northern India to Indonesia.

It is good protection when you are all day out in the heat.
And it is a nice amount of cloth that can come handy in all kinds of situations.
