Great idea for a 'plonk' filter on JOS
Well, maybe not "great", but simple and easy to implement.
When generating the page views for these forums: wrap every message and the author byline in a new <div> tag. The 'class' of each such <div> would be a simple derivation of the user's handle:
Example - <div class="authorBoredBystander">
And if you hate everything I post, you could put a style in your browser's stylesheet to render my posts invisible.
Do something similar with the index view of topics, for each topic. IE: wrap each subject line in a similar type of author specific div tag.

Or you could use the Idiot-B-Gone greasemonkey script for Firefox and filter out Bored's posts today!

Awesome idea!
Currently, I look at the posters name first, then decide if I want to skip their post.
In one case, it's automatically filtered out.

If ?off had a FAQ list, Idiot-B-Gone might be one of its first answers.
