More likely the joke was on the English as English/Welsh signs are only in Wales and was probably 'translated' by a Welsh speaker.

The Welsh enjoy killing the odd random English.

It was Not the Nine o'Clock News, based on a combination of some coal advert that was about at the time and the spate of anti-English second-home burnings that were going on in Wales.

Thinking on this further it would be someone from north Wales that would have spotted it, if a bit embarassing to some old mates of mine.

Despite a third of the population being Welsh-speaking, Caedyff is a mostly English speaking city with Cymreag as a second language. Whereas it large bits of North- & mid-Wales the positions are reversed.
