The sheriff said in a telephone interview that Mr. Edwards “did not have a lot of explanation other than that he didn’t intend to do anything like this and it was a, I believe, in his words, a childish mistake.”

When I was in school I would draw things exactly like that every single day at school, and so did most of my friends.
I remember on the back of my math homework I had a stick figure cartoon series involving serial killers and dismemberment of students that went on for weeks. The TA would return it graded on the front, and smilies and comments on the back like "your red pen for blood is at odds with my red grading pen" and "more decapitation please".
Shit's fucked up today that kids can't do this. Instead they hold it inside and eventually do it for real.
Drawing cartoons is fun and for some a way to blow off some steam.

I know but that is totally irrelevant. When they first saw it they had a problem with it assuming it came from the kid. The article also mentions previous cases where they arrested the kid.
Here's what should have happened.
Teacher sees it. Assumes kid did it. Ignores it completely. Or alternatively writes encouraging comments to acknowledge it.
