Because Trump can't unilaterally raise tariffs, UNLESS it's for national security. If he SAYS it's for national security, Trump can do anything with tariffs.

You are misstating the reasoning. It is highly critical to the security of the US that we have an effective and functioning domestic steel and aluminum production because those resources are critical to the production of ships and airplanes.
At no point did they argue Canada is a military threat to the US. However, cheap Canadian and European metal imports have undermined our domestic metal mining and refining industries. Applying tariffs to the imports will allow the domestic industry to rebuild itself.
