The makings as in all the bits all over the floor, some string and oh yes no water supply of their own no control of their own airspace or borders and a dilapidated port.
This is somewhat equivalent to our 11 year old declaring UDI over her bedroom every now and then saying its a separate country. Until she has to use the rest of the house, get food and so on.
There will never be a two state solution, the only long term solution is a single state but its a solution that will only be accomplished either by genocide or birth rate.

I'm sorry, a single state sort of implies that the two ethnic and cultural groups will stop murdering each other.
Palestine has no national infrastructure because most palestinians do not seem to be interested in freedom, independence and self-determination - but instead in working for Israeli businesses and then scream about how they are being oppressed.
Israel should just pull all of its forces out of Gaza, put sentries on the wall and let them figure their own shit out. (Except Egypt will just invade and kill everyone out of sheer annoyance.)
